An email from FBI...what the heck is this?

It is a scam. I got the same letter and was scared to death at first. But I turned it into the real FBI and they had me send them a copy of it. They also said they were investigating other cases that got the same thing. This is what they said to do (or not do) Do not give out your personal information or banking information because they will steal you blind. AND if they get you to take a check from them and try to deposit into your bank, the bank will get it bounced and then they turn around and charge it against your account to cover it. You shouldn't have to pay to get monies that are said to be awards, lotteries, or pay to get the money either. If they were legit they would send your payment without having to get money to send it out. And another thing, they wouldn't be sending it to: unknown recipient because they would know who you were if you had won it!
