Could it be Minor Frostbite?

Last week we had major snowfall, and so my wife went outside to make snowmen with my daughter. She was wearing cotton gloves which got wet after a while and they made made 3 medium sized snowmen. Though her hands felt cold, she didn't feel any pain. One week has ped and she's been complaining since that day about her finger constantly feeling uncomfortable. The finger looks fine and the color looks normal, but she gets an electric current type of feeling running through it, and it hurts if she waves her hands or puts pressure on it. Could it be minor frostbite? If so, how long should we expect it to last?
