Why would the engine experience a power drop out and/or bounce?

I would think a major tune up is in order, plugs, wires, cap rotor, fuel & air filter, pvc valve. Next, don't forget that some cars have a pre filter in the gas tank (like a sock). This could be clogged too and might need to be replaced.
