What is this wire / pipe for?

It looks to me that what you have there is the rough-in for a central vacuum system. The wire allows a low voltage connection at the input points (where you would connect the vacuum hose) to control a relay on the main vacuum unit. The relay then activates the 110 volt vacuum motor.
