Is Obama throwing the Democrat Congress under the Bus?

It does appear that way, and it could come back to bite him. If he keeps doing that, he may find that Congress won't be of any help to him, if for nothing else to get rid of any perceptions that the President is pushing them around, and trying to tell them how to conduct business.
