If its 250 sq feet you can estimate. First, if you never want splinters, check out the fake wood. Some of it looks great. Lowes or Home Depot can tell you how much board feet you need to equal 250 sq feet, then add 10% or so. Both of those places also have prebuilt railings, you can price one and then easily figure out approximately how much you need. The steps require much less 'wood.'
